Private wells aren't covered by public-water regulations, so no agency tests them. Testing before you buy is the only way to know what you're inheriting.

No one tests a private well but you.
Public water systems are tested and treated under federal rules. Private wells aren't — the EPA's Safe Drinking Water Act doesn't cover them, so the responsibility falls entirely on the homeowner. Many wells go years without a single test.
